<p>That “control” is centered in Washington and New York via the Jewish-owned Federal Reserve Bank and its attendant Jewish investment banks.</p>

<p>But the toppling of undesirable regimes has <em>only</em> occurred in nations which had <em>limited and demarcated</em> boundaries within which those ruling-entities reigned.</p>
<p>This is certainly NOT the case with regard to the rule of the <em>invisible governance</em> of American Jewry — (not so “invisible” to the astute observer) — whose <a href="http://www.realzionistnews.com/?p=482"><span style="color:#ff0000;">reach</span></a> extends to all the transnational <a href="http://www.realzionistnews.com/?p=553"><span style="color:#ff0000;">components</span></a> of globalization and international governing bodies such as the <a href="http://www.imf.org/external/np/omd/bios/dl.htm"><span style="color:#ff0000;">Jewish</span></a><span style="color:#0033ff;">-</span><a href="http://ourmisfortune.blogspot.com/2007/05/our-newest-misfortune-new-jew-to.html"><span style="color:#ff00ff;">operated</span></a> IMF and World Bank.</p>
<p><img src="http://www.trueorthodox.com/pictures/jfcmil1.jpg" alt="" width="264" height="203" align="right" />Indeed, American Jewry IS a global regime and any attempts to “topple” this imperialist dynasty would be impossible…whether by the ballot, uprisings, or revolutions. <p>Only perhaps the military could bring about this much hoped-for event.</p>
<p>But even a <a href="http://www.realzionistnews.com/?p=569"><span style="color:#ff0000;">military coup</span></a> aimed at halting the advance of global Jewry is unlikely since the US military is dependent on Jewish Financial Capital, (which includes the <a href="http://www.investopedia.com/terms/u/underwriting.asp#axzz1jUyJTj8u"><span style="color:#ff0000;">underwriting</span></a> and<a href="http://www.marketwatch.com/investing/stock/ba/insiders?pid=76031246"><span style="color:#ff00ff;">influence</span></a> of the <a href="http://www.jstor.org/pss/2539199"><span style="color:#ff0000;">armaments industry</span></a> as well as <a href="http://www.realzionistnews.com/?p=177"><span style="color:#ff0000;">ownership</span></a> of the Federal Reserve), for its funding, salaries, and perks.</p>
<p>And besides, all the true patriots of the US military have either been <a href="http://www.youtube.com/watch?v=vinhMISjvAc"><span style="color:#ff0000;">killed</span></a>, <a href="http://www.amazon.com/General-Speaks-Out-Truth-Afghanistan/dp/0760330484"><span style="color:#ff00ff;">replaced</span></a>, or<a href="http://www.seattlepi.com/local/opinion/article/Retired-generals-rising-up-against-Iraq-war-1201001.php"><span style="color:#ff0000;">forced</span></a> to resign.</p>

<p>NEW YORK (CNNMoney) &#8212; For the country as a whole, the unemployment rate fell in 2011. That&#8217;s good news, right?</p>
<p>Not so much for African Americans.</p>

<p>As the economy slowly improved last year, the unemployment rate fell for both whites and Latinos.</p>
<p>But at the end of the year the black unemployment rate was 15.8%, exactly where it started out 2011, according to the government&#8217;s<a href="http://money.cnn.com/2012/01/06/news/economy/jobs_report_unemployment/index.htm?iid=EL">December jobs report</a> released Friday. That&#8217;s a sharp contrast to the white unemployment rate, which fell to 7.5% last month.</p>
<p>The broad trend is unfortunately nothing new, said Bill Rodgers, chief economist with the Heldrich Center for Workforce Development at Rutgers University. The black unemployment rate has been roughly double that of whites since the government started tracking the figures in 1972.</p>
<p>But there&#8217;s a new story emerging too.</p>

<p>Black men captured about 237,000 job gains in 2011, whereas black women actually ended the year with fewer jobs than they had a year ago.</p>
<p>Black men still have a higher unemployment rate overall, but their&#8217;s at least improved &#8212; while for black women, it got worse.</p>
<h2><a href="http://money.cnn.com/2012/01/06/news/economy/federal_worker_pay/index.htm?iid=EL">White House to propose raise for federal workers</a></h2>
<p>Rodgers attributes this trend to <a href="http://money.cnn.com/2012/01/06/news/economy/black_unemployment_rate/=/2012/01/06/news/economy/state_local_jobs/index.htm?iid=EL">massive government job cuts</a> during the year.</p>
<p>&#8220;Minorities and women are heavily concentrated in public sector jobs,&#8221; he said. &#8220;With these major cuts we&#8217;re seeing in public employment, you&#8217;re going to see minorities pushed out of these jobs.&#8221;</p>
<p>Overall, blacks accounted for only 9% of the nation&#8217;s job gains during the year, even though they make up 12% of the civilian population, according to Department of Labor. <a href="http://money.cnn.com/2012/01/06/news/economy/black_unemployment_rate/index.htm?source=yahoo_hosted#TOP"><img src="http://i.cdn.turner.com/money/images/bug.gif" alt="To top of page" width="7" height="7" border="0" /></a></p>

<dt><span style="font-size:xx-small;">A word to the reader: The following paper is so shocking that, after preparing the initial draft, I didn&#8217;t want to believe it myself, and resolved to disprove it with more research. However, I only succeeded in turning up more evidence in support of my thesis. And I repeated this cycle of discovery and denial several more times before finally deciding to go with the article. I believe that a serious writer must follow the trail of evidence, no matter where it leads, and report back. So here is my story. Don&#8217;t be surprised if it causes you to squirm. Its purpose is not to make predictions history makes fools of those who claim to know the future but simply to describe the peril that awaits us in the Persian Gulf. By awakening to the extent of that danger, perhaps we can still find a way to save our nation and the world from disaster. If we are very lucky, we might even create an alternative future that holds some promise of resolving the monumental conflicts of our time. &#8211;MG</span></dt>

<dt><span style="font-size:xx-small;">Last July, they dubbed it operation Summer Pulse: a simultaneous mustering of US Naval forces, world wide, that was unprecedented. According to the Navy, it was the first exercise of its new Fleet Response Plan (FRP), the purpose of which was to enable the Navy to respond quickly to an international crisis. The Navy wanted to show its increased force readiness, that is, its capacity to rapidly move combat power to any global hot spot. Never in the history of the US Navy had so many carrier battle groups been involved in a single operation. Even the US fleet massed in the Gulf and eastern Mediterranean during operation Desert Storm in 1991, and in the recent invasion of Iraq, never exceeded six battle groups. But last July and August there were seven of them on the move, each battle group consisting of a Nimitz-class aircraft carrier with its full complement of 7-8 supporting ships, and 70 or more assorted aircraft. Most of the activity, according to various reports, was in the Pacific, where the fleet participated in joint exercises with the Taiwanese navy.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">But why so much naval power underway at the same time? What potential world crisis could possibly require more battle groups than were deployed during the recent invasion of Iraq? In past years, when the US has seen fit to &#8220;show the flag&#8221; or flex its naval muscle, one or two carrier groups have sufficed. Why this global show of power? The news headlines about the joint-maneuvers in the South China Sea read: &#8220;Saber Rattling Unnerves China&#8221;, and: &#8220;Huge Show of Force Worries Chinese.&#8221; But the reality was quite different, and, as we shall see, has grave ramifications for the continuing US military presence in the Persian Gulf; because operation Summer Pulse reflected a high-level Pentagon decision that an unprecedented show of strength was needed to counter what is viewed as a growing threat in the particular case of China, because of Peking&#8217;s newest Sovremenny-class destroyers recently acquired from Russia.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">&#8220;Nonsense!&#8221; you are probably thinking. That&#8217;s impossible. How could a few picayune destroyers threaten the US Pacific fleet?&#8221; Here is where the story thickens: Summer Pulse amounted to a tacit acknowledgement, obvious to anyone paying attention, that the United States has been eclipsed in an important area of military technology, and that this qualitative edge is now being wielded by others, including the Chinese; because those otherwise very ordinary destroyers were, in fact, launching platforms for Russian-made 3M-82 Moskit anti-ship cruise missiles (NATO designation: SS-N-22 Sunburn), a weapon for which the US Navy currently has no defense. Here I am not suggesting that the US status of lone world Superpower has been surpassed. I am simply saying that a new global balance of power is emerging, in which other individual states may, on occasion, achieve &#8220;an asymmetric advantage&#8221; over the US. And this, in my view, explains the immense scale of Summer Pulse. The US show last summer of overwhelming strength was calculated to send a message.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The Sunburn Missile</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">I was shocked when I learned the facts about these Russian-made cruise missiles. The problem is that so many of us suffer from two common misperceptions. The first follows from our assumption that Russia is militarily weak, as a result of the breakup of the old Soviet system. Actually, this is accurate, but it does not reflect the complexities. Although the Russian navy continues to rust in port, and the Russian army is in disarray, in certain key areas Russian technology is actually superior to our own. And nowhere is this truer than in the vital area of anti-ship cruise missile technology, where the Russians hold at least a ten-year lead over the US. The second misperception has to do with our complacency in general about missiles-as-weapons probably attributable to the pathetic performance of Saddam Hussein&#8217;s Scuds during the first Gulf war: a dangerous illusion that I will now attempt to rectify.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Many years ago, Soviet planners gave up trying to match the US Navy ship for ship, gun for gun, and dollar for dollar. The Soviets simply could not compete with the high levels of US spending required to build up and maintain a huge naval armada. They shrewdly adopted an alternative approach based on strategic defense. They searched for weaknesses, and sought relatively inexpensive ways to exploit those weaknesses. The Soviets succeeded: by developing several supersonic anti-ship missiles, one of which, the SS-N-22 Sunburn, has been called &#8220;the most lethal missile in the world today.&#8221;</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">After the collapse of the Soviet Union the old military establishment fell upon hard times. But in the late1990s Moscow awakened to the under-utilized potential of its missile technology to generate desperately needed foreign exchange. A decision was made to resuscitate selected programs, and, very soon, Russian missile technology became a hot export commodity. Today, Russian missiles are a growth industry generating much-needed cash for Russia, with many billions in combined sales to India, China, Viet Nam, Cuba, and also Iran. In the near future this dissemination of advanced technology is likely to present serious challenges to the US. Some have even warned that the US Navy&#8217;s largest ships, the massive carriers, have now become floating death traps, and should for this reason be mothballed.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The Sunburn missile has never seen use in combat, to my knowledge, which probably explains why its fearsome capabilities are not more widely recognized. Other cruise missiles have been used, of course, on several occasions, and with devastating results. During the Falklands War, French-made Exocet missiles, fired from Argentine fighters, sunk the HMS Sheffield and another ship. And, in 1987, during the Iran-Iraq war, the USS Stark was nearly cut in half by a pair of Exocets while on patrol in the Persian Gulf. On that occasion US Aegis radar picked up the incoming Iraqi fighter (a French-made Mirage), and tracked its approach to within 50 miles. The radar also &#8220;saw&#8221; the Iraqi plane turn about and return to its base. But radar never detected the pilot launch his weapons. The sea-skimming Exocets came smoking in under radar and were only sighted by human eyes moments before they ripped into the Stark, crippling the ship and killing 37 US sailors.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The 1987 surprise attack on the Stark exemplifies the dangers posed by anti-ship cruise missiles. And the dangers are much more serious in the case of the Sunburn, whose specs leave the sub-sonic Exocet in the dust. Not only is the Sunburn much larger and faster, it has far greater range and a superior guidance system. Those who have witnessed its performance trials invariably come away stunned. According to one report, when the Iranian Defense Minister Ali Shamkhani visited Moscow in October 2001 he requested a test firing of the Sunburn, which the Russians were only too happy to arrange. So impressed was Ali Shamkhani that he placed an order for an undisclosed number of the missiles.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The Sunburn can deliver a 200-kiloton nuclear payload, or: a 750-pound conventional warhead, within a range of 100 miles, more than twice the range of the Exocet. The Sunburn combines a Mach 2.1 speed (two times the speed of sound) with a flight pattern that hugs the deck and includes &#8220;violent end maneuvers&#8221; to elude enemy defenses. The missile was specifically designed to defeat the US Aegis radar defense system. Should a US Navy Phalanx point defense somehow manage to detect an incoming Sunburn missile, the system has only seconds to calculate a fire solution not enough time to take out the intruding missile. The US Phalanx defense employs a six-barreled gun that fires 3,000 depleted-uranium rounds a minute, but the gun must have precise coordinates to destroy an intruder &#8220;just in time.&#8221;</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The Sunburn&#8217;s combined supersonic speed and payload size produce tremendous kinetic energy on impact, with devastating consequences for ship and crew. A single one of these missiles can sink a large warship, yet costs considerably less than a fighter jet. Although the Navy has been phasing out the older Phalanx defense system, its replacement, known as the Rolling Action Missile (RAM) has never been tested against the weapon it seems destined to one day face in combat. Implications For US Forces in the Gulf</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The US Navy&#8217;s only plausible defense against a robust weapon like the Sunburn missile is to detect the enemy&#8217;s approach well ahead of time, whether destroyers, subs, or fighter-bombers, and defeat them before they can get in range and launch their deadly cargo. For this purpose US AWACs radar planes assigned to each naval battle group are kept aloft on a rotating schedule. The planes &#8220;see&#8221; everything within two hundred miles of the fleet, and are complemented with intelligence from orbiting satellites.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">But US naval commanders operating in the Persian Gulf face serious challenges that are unique to the littoral, i.e., coastal, environment. A glance at a map shows why: The Gulf is nothing but a large lake, with one narrow outlet, and most of its northern shore, i.e., Iran, consists of mountainous terrain that affords a commanding tactical advantage over ships operating in Gulf waters. The rugged northern shore makes for easy concealment of coastal defenses, such as mobile missile launchers, and also makes their detection problematic. Although it was not widely reported, the US actually lost the battle of the Scuds in the first Gulf War termed &#8220;the great Scud hunt&#8221; and for similar reasons.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Saddam Hussein&#8217;s mobile Scud launchers proved so difficult to detect and destroy over and over again the Iraqis fooled allied reconnaissance with decoys that during the course of Desert Storm the US was unable to confirm even a single kill. This proved such an embarrassment to the Pentagon, afterwards, that the unpleasant stats were buried in official reports. But the blunt fact is that the US failed to stop the Scud attacks. The launches continued until the last few days of the conflict. Luckily, the Scud&#8217;s inaccuracy made it an almost useless weapon. At one point General Norman Schwarzkopf quipped dismissively to the press that his soldiers had a greater chance of being struck by lightning in Georgia than by a Scud in Kuwait.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">But that was then, and it would be a grave error to allow the Scud&#8217;s ineffectiveness to blur the facts concerning this other missile. The Sunburn&#8217;s amazing accuracy was demonstrated not long ago in a live test staged at sea by the Chinese and observed by US spy planes. Not only did the Sunburn missile destroy the dummy target ship, it scored a perfect bull&#8217;s eye, hitting the crosshairs of a large &#8220;X&#8221; mounted on the ship&#8217;s bridge. The only word that does it justice, awesome, has become a cliché, hackneyed from hyperbolic excess.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The US Navy has never faced anything in combat as formidable as the Sunburn missile. But this will surely change if the US and Israel decide to wage a so-called preventive war against Iran to destroy its nuclear infrastructure. Storm clouds have been darkening over the Gulf for many months. In recent years Israel upgraded its air force with a new fleet of long-range F-15 fighter-bombers, and even more recently took delivery of 5,000 bunker-buster bombs from the US weapons that many observers think are intended for use against Iran.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The arming for war has been matched by threats. Israeli officials have declared repeatedly that they will not allow the Mullahs to develop nuclear power, not even reactors to generate electricity for peaceful use. Their threats are particularly worrisome, because Israel has a long history of pre-emptive war. (See my 1989 book Dimona: the Third Temple? and also my 2003 article Will Iran Be Next? posted at http://www.InformationClearingHouse.info/article3288.htm )</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Never mind that such a determination is not Israel&#8217;s to make, and belongs instead to the international community, as codified in the Nonproliferation Treaty (NPT). With regard to Iran, the International Atomic Energy Agency&#8217;s (IAEA&#8217;s) recent report (September 2004) is well worth a look, as it repudiates facile claims by the US and Israel that Iran is building bombs. While the report is highly critical of Tehran for its ambiguities and its grudging release of documents, it affirms that IAEA inspectors have been admitted to every nuclear site in the country to which they have sought access, without exception. Last year Iran signed the strengthened IAEA inspection protocol, which until then had been voluntary. And the IAEA has found no hard evidence, to date, either that bombs exist or that Iran has made a decision to build them.</span></dt>
<dt> </dt>

<dt><span style="font-size:xx-small;">In a talk on October 3, 2004, IAEA Director General Mohamed El Baradei made the clearest statement yet: &#8220;Iran has no nuclear weapons program&#8221;, he said, and then repeated himself for emphasis: &#8220;Iran has no nuclear weapons program, but I personally don&#8217;t rush to conclusions before all the realities are clarified. So far I see nothing that could be called an imminent danger. I have seen no nuclear weapons program in Iran. What I have seen is that Iran is trying to gain access to nuclear enrichment technology, and so far there is no danger from Iran. Therefore, we should make use of political and diplomatic means before thinking of resorting to other alternatives.&#8221;</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">No one disputes that Tehran is pursuing a dangerous path, but with 200 or more Israeli nukes targeted upon them the Iranians&#8217; insistence on keeping their options open is understandable. Clearly, the nuclear nonproliferation regime today hangs by the slenderest of threads. The world has arrived at a fateful crossroads.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">A Fearful Symmetry?</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">If a showdown over Iran develops in the coming months, the man who could hold the outcome in his hands will be thrust upon the world stage. That man, like him or hate him, is Russian President Vladimir Putin. He has been castigated severely in recent months for gathering too much political power to himself. But according to former Soviet President Mikhail Gorbachev, who was interviewed on US television recently by David Brokaw, Putin has not imposed a tyranny upon Russia yet. Gorbachev thinks the jury is still out on Putin.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Perhaps, with this in mind, we should be asking whether Vladimir Putin is a serious student of history. If he is, then he surely recognizes that the deepening crisis in the Persian Gulf presents not only manifold dangers, but also opportunities. Be assured that the Russian leader has not forgotten the humiliating defeat Ronald Reagan inflicted upon the old Soviet state. (Have we Americans forgotten?) By the mid-1980s the Soviets were in Kabul, and had all but defeated the Mujahedeen. The Soviet Union appeared secure in its military occupation of Afghanistan. But then, in 1986, the first US Stinger missiles reached the hands of the Afghani resistance; and, quite suddenly, Soviet helicopter gunships and MiGs began dropping out of the skies like flaming stones. The tide swiftly turned, and by 1989 it was all over but the hand wringing and gnashing of teeth in the Kremlin. Defeated, the Soviets slunk back across the frontier. The whole world cheered the American Stingers, which had carried the day.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">This very night, as he sips his cognac, what is Vladimir Putin thinking? Is he perhaps thinking about the perverse symmetries of history? If so, he may also be wondering (and discussing with his closest aides) how a truly great nation like the United States could be so blind and so stupid as to allow another state, i.e., Israel, to control its foreign policy, especially in a region as vital (and volatile) as the Mid-East.</span></dt>
<dt> </dt>

<dt><span style="font-size:xx-small;">Does anyone really believe that Vladimir Putin will hesitate to seize a most rare opportunity to change the course of history and, in the bargain, take his sweet revenge? Surely Putin understands the terrible dimensions of the trap into which the US has blundered, thanks to the Israelis and their neo-con supporters in Washington who lobbied so vociferously for the 2003 invasion of Iraq, against all friendly and expert advice, and who even now beat the drums of war against Iran. Would Putin be wrong to conclude that the US will never leave the region unless it is first defeated militarily? Should we blame him for deciding that Iran is &#8220;one bridge too far&#8221;?</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">If the US and Israel overreach, and the Iranians close the net with Russian anti-ship missiles, it will be a fearful symmetry, indeed.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Springing the Trap</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">At the battle of Cannae in 216 BC, the great Carthaginian general, Hannibal, tempted a much larger Roman army into a fateful advance, and then enveloped and annihilated it with a smaller force. Out of a Roman army of 70,000 men, no more than a few thousand escaped. It was said that after many hours of dispatching the Romans, Hannibal&#8217;s soldiers grew so tired that the fight went out of them. In their weariness they granted the last broken and bedraggled Romans their lives.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Let us pray that the US sailors who are unlucky enough to be on duty in the Persian Gulf when the shooting starts can escape the fate of the Roman army at Cannae. The odds will be heavily against them, however, because they will face the same type of danger, tantamount to envelopment. The US ships in the Gulf will already have come within range of the Sunburn missiles and the even more-advanced SS-NX-26 Yakhonts missiles, also Russian-made (speed: Mach 2.9; range: 180 miles) deployed by the Iranians along the Gulf&#8217;s northern shore. Every US ship will be exposed and vulnerable. When the Iranians spring the trap, the entire lake will become a killing field.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Anti-ship cruise missiles are not new, as I&#8217;ve mentioned. Nor have they yet determined the outcome in a conflict. But this is probably only because these horrible weapons have never been deployed in sufficient numbers. At the time of the Falklands war the Argentine air force possessed only five Exocets, yet managed to sink two ships. With enough of them, the Argentineans might have sunk the entire British fleet, and won the war. Although we&#8217;ve never seen a massed attack of cruise missiles, this is exactly what the US Navy could face in the next war in the Gulf.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Try and imagine it if you can: barrage after barrage of Exocet-class missiles, which the Iranians are known to possess in the hundreds, as well as the unstoppable Sunburn and Yakhonts missiles. The questions that our purblind government leaders should be asking themselves, today, if they value what historians will one day write about them, are two: how many of the Russian anti-ship missiles has Putin already supplied to Iran? And: How many more are currently in the pipeline?</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">In 2001, Jane&#8217;s Defense Weekly reported that Iran was attempting to acquire anti-ship missiles from Russia. Ominously, the same report also mentioned that the more advanced Yakhonts missile was &#8220;optimized for attacks against carrier task forces.&#8221; Apparently its guidance system is &#8220;able to distinguish an aircraft carrier from its escorts.&#8221; The numbers were not disclosed.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">The US Navy will come under fire even if the US does not participate in the first so-called surgical raids on Iran&#8217;s nuclear sites, that is, even if Israel goes it alone. Israel&#8217;s brand-new fleet of 25 F-15s (paid for by American taxpayers) has sufficient range to target Iran, but the Israelis cannot mount an attack without crossing US-occupied Iraqi air space. It will hardly matter if Washington gives the green light, or is dragged into the conflict by a recalcitrant Israel. Either way, the result will be the same. The Iranians will interpret US acquiescence as complicity, and, in any event, they will understand that the real fight is with the Americans. The Iranians will be entirely within their rights to counter-attack in self-defense. Most of the world will see it this way, and will support them, not America. The US and Israel will be viewed as the aggressors, even as the unfortunate US sailors in harm&#8217;s way become cannon fodder. In the Gulf&#8217;s shallow and confined waters evasive maneuvers will be difficult, at best, and escape impossible. Even if US planes control of the skies over the battlefield, the sailors caught in the net below will be hard-pressed to survive. The Gulf will run red with American blood.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">From here, it only gets worse. Armed with their Russian-supplied cruise missiles, the Iranians will close the lake&#8217;s only outlet, the strategic Strait of Hormuz, cutting off the trapped and dying Americans from help and rescue. The US fleet massing in the Indian Ocean will stand by helplessly, unable to enter the Gulf to assist the survivors or bring logistical support to the other US forces on duty in Iraq. Couple this with a major new ground offensive by the Iraqi insurgents, and, quite suddenly, the tables could turn against the Americans in Baghdad. As supplies and ammunition begin to run out, the status of US forces in the region will become precarious. The occupiers will become the besieged.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">With enough anti-ship missiles, the Iranians can halt tanker traffic through Hormuz for weeks, even months. With the flow of oil from the Gulf curtailed, the price of a barrel of crude will skyrocket on the world market. Within days the global economy will begin to grind to a halt. Tempers at an emergency round-the-clock session of the UN Security Council will flare and likely explode into shouting and recriminations as French, German, Chinese and even British ambassadors angrily accuse the US of allowing Israel to threaten world order. But, as always, because of the US veto the world body will be powerless to act&#8230; America will stand alone, completely isolated.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Yet, despite the increasingly hostile international mood, elements of the US media will spin the crisis very differently here at home, in a way that is sympathetic to Israel. Members of Congress will rise to speak in the House and Senate, and rally to Israel&#8217;s defense, while blaming the victim of the attack, Iran. Fundamentalist Christian talk show hosts will proclaim the historic fulfillment of biblical prophecy in our time, and will call upon the Jews of Israel to accept Jesus into their hearts; meanwhile, urging the president to nuke the evil empire of Islam. From across America will be heard histrionic cries for fresh reinforcements, even a military draft. Patriots will demand victory at any cost. Pundits will scream for an escalation of the conflict.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">A war that ostensibly began as an attempt to prevent the spread of nuclear weapons will teeter on the brink of their use.</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Conclusion</span></dt>
<dt> </dt>
<dt><span style="font-size:xx-small;">Friends, we must work together to prevent such a catastrophe. We must stop the next Middle East war before it starts. The US government must turn over to the United Nations the primary responsibility for resolving the deepening crisis in Iraq, and, immediately thereafter, withdraw US forces from the country. We must also prevail upon the Israelis to sign the Nonproliferation Treaty (NPT) and open all of their nuclear sites to IAEA inspectors. Only then can serious talks begin with Iran and other states to establish a nuclear weapon free zone (NWFZ) in the Mid East so essential to the region&#8217;s long-term peace and security. 10/26/04 &#8220;ICH&#8221;</span></dt>

<p id="yui_3_3_0_24_1325007528832228">FORT WAYNE, Indiana (AP) — A babysitter and trusted neighbor has confessed that he bludgeoned a 9-year-old Indiana girl to death with a brick then dismembered her, hiding her head, hands and feet at his home and dumping the rest of her remains nearby, police said Tuesday.</p>
<p id="yui_3_3_0_24_1325007528832219">Allen County sheriff&#8217;s investigators said in an affidavit that 39-year-old Michael Plumadore admits he killed Aliahna Lemmon on Dec. 22.</p>
<p>According to the affidavit, Plumadore told police that after beating Aliahna to death, he stuffed her body into trash bags and hid her in the freezer at his trailer. He said he later chopped up her body and stuffed her remains into freezer bags.</p>
<p>Police said Plumadore told them he had hidden Aliahna&#8217;s head, feet and hands at his trailer and that he had discarded her other remains at a nearby business. Police obtained a warrant to search his trailer on Monday and found the body parts.</p>
<p id="yui_3_3_0_24_1325007528832233">A judge ordered Plumadore held without bail or bond at an initial hearing Tuesday, sheriff&#8217;s department spokesman Cpl. Jeremy Tinkel said. He has yet to be formally charged in Aliahna&#8217;s death.</p>
<p>Aliahna and her two younger sisters were staying with Plumadore because their mother had been sick with the flu.</p>
<p>Plumadore told The Journal Gazette on Sunday that Aliahna disappeared from his home Friday morning while he was sleeping after having gone to a gas station about a mile (1.6 kilometers) away to buy a cigar. Authorities have said the store&#8217;s surveillance video shows him there about that time.</p>
<p>More than 100 emergency workers searched for her Saturday around the rundown mobile home park where Aliahna and Plumadore lived, and FBI agents were there Monday.</p>
<p id="yui_3_3_0_24_1325007528832236">A state website shows that 15 registered sex offenders live in the park that numbers about two dozen homes. Plumadore is not on Indiana&#8217;s registered sex offenders list. He has a criminal record in Florida and North Carolina that includes convictions for trespassing and assault.</p>

<p>In February of last year, <a href="http://reason.com/archives/2010/05/11/a-drug-raid-goes-viral" target="_hplink">video surfaced</a> of a marijuana raid in Columbia, Mo. During the raid on Jonathan Whitworth and his family, police took down the door with a battering ram, then within seconds shot and killed one of Whitworth&#8217;s dogs and wounded the other. They didn&#8217;t find enough pot in the house to charge Whitworth with even a misdemeanor. (He was, however, charged with misdemeanor possession of drug paraphernalia when police found a pipe.) The disturbing video went viral in May 2010, triggering outrage around the world. On Fox News, conservative columnist Charles Krauthammer and Bill O&#8217;Reilly cautioned not to judge the entire drug war by the video, which they characterized as an isolated incident.</p>
<p>In fact, very little about the raid that was isolated or unusual. For the most part, it was carried out the same way drug warrants are served some 150 times per day in the United States. The battering ram, the execution of Whitworth&#8217;s dog, the fact that police weren&#8217;t aware Whitworth&#8217;s 7-year-old child was in the home before they riddled the place with bullets, the fact that they found only a small amount of pot, likely for personal use &#8212; all are common in drug raids. The only thing unusual was that the raid was recorded by police, then released to the public after an open records request by the <em>Columbia Daily Tribune</em>. It was as if much of the country was seeing for the first time the violence with which the drug war is actually fought. And they didn&#8217;t like what they saw.</p>
<p>That video came to mind with the outrage and public debate over the <a href="http://www.youtube.com/watch?v=6AdDLhPwpp4" target="_hplink">now-infamous pepper-spraying</a> of Occupy protesters at the University of California-Davis protest earlier this month. The incident was just one of a number of high-profile uses of force amid crackdowns on Occupy protesters across the country, including one in Oakland in which the skull of Iraq War veteran Scott Olsen was <a href="http://www.huffingtonpost.com/2011/11/13/scott-olsen-iraq-war-veteran-leaves-hospital_n_1091626.html" target="_hplink">fractured by a tear gas canister</a>, and in New York, where NYPD Officer Anthony Bologna <a href="http://www.youtube.com/watch?v=TZ05rWx1pig" target="_hplink">pepper-sprayed protesters</a> who had been penned in by police fencing.</p>
<p>But America&#8217;s police departments have been moving toward more aggressive, force-first, militaristic tactics and their accompanying mindset for 30 years. It&#8217;s just that, with the exception of protests at the occasional free trade or World Bank summit, the tactics haven&#8217;t generally been used on mostly white, mostly college-educated kids armed with cellphone cameras and a media platform.</p>
<p>Police militarization is now an ingrained part of American culture. SWAT teams are featured in countless cop reality shows, and wrong-door raids are the subject of &#8220;<a href="http://www.youtube.com/watch?v=lrWtqMn3heU&amp;feature=related" target="_hplink">The Simpsons&#8221; bits</a> and <a href="http://www.youtube.com/watch?v=vY82seEBw5w&amp;feature=results_video&amp;playnext=1&amp;list=PLCBBDAB8DF0A9310A" target="_hplink">search engine commercials</a>. Tough-on-crime sheriffs <a href="http://reason.com/blog/2008/09/01/sheriff-lotts-new-toy" target="_hplink">now sport tanks</a> and hardware more equipped for battle in a war zone than policing city streets. Seemingly benign agencies such as state alcohol control boards and the federal Department of Education can now enforce laws and regulations not with fines and clipboards, but with volatile raids by paramilitary police teams.</p>
<p>Outraged by the Occupy crackdowns, some pundits and political commentators who paid little heed to these issues in the past are now calling for a national discussion on the use of force. That&#8217;s a welcome development, but it&#8217;s helpful to review how we got here in order to have an honest discussion.</p>
<p>Part of the trend can be attributed to the broader tough-on-crime and drug war policies pushed by politicians of both parties since at least the early 1980s, but part of the problem also lies with America&#8217;s political culture. Public officials&#8217; decisions today to use force and the amount of force are as governed by political factors as by an honest assessment of the threat a suspect or group may pose. Over the years, both liberals and conservatives have periodically raised alarms over the government&#8217;s increasing willingness to use disproportionately aggressive force. And over the years, both sides have tended to hush up when the force is applied by political allies, directed at political opponents, or is used to enforce the sorts of laws they favor.</p>
<p><strong>How We Got Here</strong></p>
<p>According to Eastern Kentucky University criminologist Peter Kraska, the number of SWAT raids carried out each year in America has jumped dramatically over the last generation or so, from just a few thousand in the 1980s to around 50,000 by the mid-2000s, when Kraska stopped his survey. He found that the vast majority of the increase is attributable to the drug war &#8212; namely warrant service on low-to-mid-level drug offenders. A number of federal policies have driven the trend, including offering domestic police departments military training, allowing training with military organizations, using &#8220;troops-to-cops&#8221; programs and offering surplus military equipment and weaponry to domestic police police departments for free or at major discounts. There has also been a constant barrage of martial rhetoric from politicians and policymakers.</p>
<p>Dress cops up as soldiers, give them military equipment, train them in military tactics, tell them they&#8217;re fighting a &#8220;war,&#8221; and the consequences are predictable. These policies have taken a toll. <a href="http://www.cato.org/raidmap/" target="_hplink">Among the victims</a>of increasingly aggressive and militaristic police tactics: Cheye Calvo, the mayor of Berwyn Heights, Md., whose dogs were killed when Prince George&#8217;s County police <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/01/23/AR2009012302935_pf.html" target="_hplink">mistakenly raided his home</a>; 92-year-old Katherine Johnston, who was <a href="http://reason.com/archives/2007/02/13/the-kathryn-johnston-indictmen" target="_hplink">gunned down by narcotics cops</a> in Atlanta in 2006; 11-year-old Alberto Sepulveda, who was killed by Modesto, Calif., police <a href="http://www.berkeleydailyplanet.com/issue/2000-09-15/article/1267?headline=Police-kill-11-year-old-boy-during-drug-raid" target="_hplink">during a drug raid in September 2000</a>; 80-year-old Isaac Singletary, who was <a href="http://stopthedrugwar.org/speakeasy/2007/jul/30/six_months_police_shot_innocent" target="_hplink">shot by undercover narcotics police</a> in 2007 who were attempting to sell drugs from his yard; Jonathan Ayers, a Georgia pastor <a href="http://reason.com/archives/2010/03/23/another-senseless-drug-war-dea" target="_hplink">shot as he tried to flee</a> a gang of narcotics cops who jumped him at a gas station in 2009; Clayton Helriggle, a 23-year-old college student <a href="http://www.mapinc.org/drugnews/v03/n992/a05.html?157" target="_hplink">killed during a marijuana raid</a> in Ohio in 2002; and Alberta Spruill, <a href="http://www.nytimes.com/2003/10/29/nyregion/city-to-pay-1.6-million-in-fatal-mistaken-raid.html" target="_hplink">who died of a heart attack</a> after police deployed a flash grenade during a mistaken raid on her Harlem apartment in 2003. Most recently, voting rights activist Barbara Arnwine <a href="http://crooksandliars.com/karoli/voting-rights-advocate-held-gunpoint-swat-t" target="_hplink">was raided</a> by a SWAT team in Prince George&#8217;s County, Md., on Nov. 21. Police were looking for Arnwine&#8217;s nephew, a suspect in an armed robbery.*</p>
<p>The drug war has been the primary policy driving the trend but, since 2001, the federal government has also used the threat of terror attacks to <a href="http://www.huffingtonpost.com/2011/09/12/police-militarization-9-11-september-11_n_955508.html" target="_hplink">further militarize domestic law enforcement</a>. This includes not only finding new sources of funding for armor, weapons and gear, but also claiming new powers for the &#8220;War on Terror&#8221; that are then inevitably used in more routine law enforcement.</p>
<p>But paramilitary creep has also spread well beyond the drug war. In recent years, SWAT teams have been used to break up neighborhood <a href="http://reason.com/blog/2010/11/05/poker-raid-turns-into-gunfight" target="_hplink">poker games</a>, including one <a href="http://reason.tv/video/show/texas-closeem" target="_hplink">at an American Legion Hall</a> in Dallas. In 2006, <a href="http://reason.com/archives/2011/01/17/justice-for-sal" target="_hplink">Virginia optometrist Sal Culosi was killed</a> when the Fairfax County Police Department sent a SWAT team to arrest him for gambling on football games. SWAT teams are also now used to arrest people suspected of <a href="http://reason.com/archives/2007/02/01/shaq-attack" target="_hplink">downloading child pornography</a>. Last year, an Austin, Texas, SWAT team <a href="http://www.statesman.com/blogs/content/shared-gen/blogs/austin/blotter/entries/2010/07/16/man_cries_foul_in_koi_fish_cas.html" target="_hplink">broke down a man&#8217;s door</a> because he was suspected of stealing koi fish from a botanical garden.</p>

<p>After several months of protests at Occupy Wall Street camps all over the US and hundreds of arrests, RT takes a look at some of the increasingly militarized tactics the police have been using against American citizens.</p>
<p>Popular uprisings abroad get applauded in the United States, but  similar uprisings within the US turn into a crackdown on that same democratic will. Has America been in a war on its own territory – against its own people – during the last several months of the nationwide Occupy Wall Street movement demonstrations?</p>
<p><em>“For basically our entire history we’ve been an imperialist state, so I think it’s only a matter of time before imperialism abroad starts affecting individual liberties at home,”</em> said Occupy Wall Street activist Katie Davison.</p>
<p>The methods being used to end civil disobedience in the US have been increasingly reminiscent of war tactics.<em><br />
</em></p>
<p><em>“There is a lot of casualties, so you can say it’s a war zone,”</em> said one New York protester to RT.</p>
<p>Peaceful students have been pepper-sprayed while seated, demonstrating Americans have been getting beaten until they bleed, and even war veterans have gotten injured into unconsciousness.<em><br />
</em></p>
<p><em>“Our police forces have been militarized. They are working more in cooperation with the Pentagon. They’re buying and being given military surplus equipment that has been kind of designed for use in war, and this is something that leads to treating the public as you would treat an enemy,”</em> said film maker and blogger Danny Schechter. <em><br />
</em></p>
<p><em>“As if they were hugging me, like, &#8216;Don’t make a move, just put your hands behind your back.&#8217; And then 6 people jumped on me, they tried to wrestle me to the ground, they wrestled me to the ground, and then kneed me in the back for about 5 minutes,”</em> 37-year-old lawyer and artist Amin Husain recalled of his own arrest.</p>
<p>Amin said the only political right not cracked down on in the US is the right to vote on Election Day. Everything else, according to the Occupy Wall Street activist, is seen as a threat.<em><br />
</em></p>
<p><em>“The United States has created a space for people to shop. For people to buy cards, go on picnics, do things like that – but the moment they are politicized in any way – that’s a problem,”</em> said Amin.</p>
<p>Hundreds of arrests throughout months of Occupy Wall Street demonstrations have shown the world an image of America not seen for a long time. An image authorities have tried their best to hide by demanding special credentialing for journalists covering demonstrations and evictions, as well as threatening to take media passes away.</p>
<p><em>“We’re seeing this pattern, and it’s very disturbing, and a lot of reporters aren’t seeing it because they’re getting thrown out of the action and arrested, and this is something that’s outrageous also,”</em> added Schechter.</p>
<p>Police presence and aggression has been overwhelming at non-violent protests.</p>
<p><em>“Since the Patriot Act was passed, they’ve used instances of violence to revoke liberties,”</em> said Occupy Wall Street activist Jesse La Greca.</p>
<p>Some of those who’ve been part of the protests since day one, have said officials turned the movement into a civil war.<em><br />
</em></p>
<p><em>“The show of police force and the coordinated attempts with Homeland Security show that this is coming from a federal level,&#8221; </em>explained Occupy Wall street activist Katie Davison.</p>
<p>Even with the use of militarized tactics on the rise, those who have been fighting for change are not planning to give up on their battle.</p>
<p><em>“The police overreaction and the political overreaction only emboldens us, only strengthens our resolve,”</em> said Jesse La Greca.</p>
<p>Many are saying the real fight is yet to come.<em><br />
</em></p>
<p><em>“The actions of a dying regime become more aggressive and crazier. We’re just going to see more of that. 2012 will be the year of American Revolution,”</em> editorial columnist and author Ted Rall said to RT.</p>
<p>The aggressive vigor with which America’s biggest protests in years have been met is the latest example of the fact that what the US preaches is not necessarily what it practices – only heating the outrage of its citizens who want the system to change.</p>

<p id="yui_3_3_0_22_1323372927627292">The US Air Force dumped the cremated, partial remains of at least 274 troops in a landfill before halting the secretive practice in 2008, the Washington Post reported Thursday.</p>
<p id="yui_3_3_0_22_1323372927627299">The procedure was never formally authorized or disclosed to seniorPentagon officials, who conducted a review of the cremation policies of Dover Air Base &#8211; the main point of entry for US war dead &#8212; in 2008, the Post said.</p>
<p>Nor was the dumping ever disclosed to the families of the fallen troops, who had authorized the military to dispose of the remains in a respectful and dignified manner, the Post said, citing Air Force officials.</p>
<p>The newspaper quoted officials as saying that a precise count of the remains disposed of at a Virginia landfill would require searching through the records of 6,300 troops whose remains have passed through Dover since 2001.</p>
<p id="yui_3_3_0_22_1323372927627306">An additional group of 1,762 remains &#8212; which could not undergo DNA testing because they were badly damaged or burned &#8212; were also disposed of in this manner, the Post said, citing the Air Force.</p>
<p>Defense officials could not immediately be reached for comment.</p>
<p>Last month investigators said they had found &#8220;gross mismanagement&#8221; at the US Air Force mortuary, with body parts lost and remains mishandled.</p>
<p id="yui_3_3_0_22_1323372927627434">After allegations from whistle-blowers, an Air Force probe found that two &#8220;portions of the remains&#8221; of fallen troops had been lost and uncovered other problems at the morgue.</p>
<p id="yui_3_3_0_22_1323372927627431">New procedures have been put in place at the mortuary and the commander at the morgue, a colonel, together with two civilian officials were disciplined over the episode but not sacked.</p>
<p id="yui_3_3_0_22_1323372927627428">The Dover affair echoes a scandal that erupted last year at Arlington National Cemetery, the country&#8217;s hallowed ground for war dead. Investigators there uncovered cases of misidentified remains and mismanagement.</p>
<p id="yui_3_3_0_22_1323372927627423">Following an Army probe, the conduct at Arlington is now the subject of a criminal investigation.</p>

<p>The agents, primarily with the <a title="More articles about Drug Enforcement Administration, U.S." href="http://topics.nytimes.com/top/reference/timestopics/organizations/d/drug_enforcement_administration/index.html?inline=nyt-org">Drug Enforcement Administration</a>, have handled shipments of hundreds of thousands of dollars in illegal cash across borders, those officials said, to identify how criminal organizations move their money, where they keep their assets and, most important, who their leaders are.</p>
<p>They said agents had deposited the drug proceeds in accounts designated by traffickers, or in shell accounts set up by agents.</p>
<p>The officials said that while the D.E.A. conducted such operations in other countries, it began doing so in Mexico only in the past few years. The high-risk activities raise delicate questions about the agency’s effectiveness in bringing down drug kingpins, underscore diplomatic concerns about Mexican sovereignty, and blur the line between surveillance and facilitating crime. As it launders drug money, the agency often allows cartels to continue their operations over months or even years before making seizures or arrests.</p>
<p>Agency officials declined to publicly discuss details of their work, citing concerns about compromising their investigations. But Michael S. Vigil, a former senior agency official who is currently working for a private contracting company called Mission Essential Personnel, said, “We tried to make sure there was always close supervision of these operations so that we were accomplishing our objectives, and agents weren’t laundering money for the sake of laundering money.”</p>
<p>Another former agency official, who asked not to be identified speaking publicly about delicate operations, said, “My rule was that if we are going to launder money, we better show results. Otherwise, the D.E.A. could wind up being the largest money launderer in the business, and that money results in violence and deaths.”</p>
<p>Those are precisely the kinds of concerns members of Congress have raised about a gun-smuggling operation known as Fast and Furious, in which agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives allowed people suspected of being low-level smugglers to buy and transport guns across the border in the hope that they would lead to higher-level operatives working for Mexican cartels. After the agency lost track of hundreds of weapons, some later turned up in Mexico; two were found on the United States side of the border where an American Border Patrol agent had been shot to death.</p>
<p>Former D.E.A. officials rejected comparisons between letting guns and money walk away. Money, they said, poses far less of a threat to public safety. And unlike guns, it can lead more directly to the top ranks of criminal organizations.</p>
<p>“These are not the people whose faces are known on the street,” said Robert Mazur, a former D.E.A. agent and the author of a book about his years as an undercover agent inside the Medellín cartel in Colombia. “They are super-insulated. And the only way to get to them is to follow their money.”</p>
<p>Another former drug agency official offered this explanation for the laundering operations: “Building up the evidence to connect the cash to drugs, and connect the first cash pickup to a cartel’s command and control, is a very time consuming process. These people aren’t running a drugstore in downtown L.A. that we can go and lock the doors and place a seizure sticker on the window. These are sophisticated, international operations that practice very tight security. And as far as the Mexican cartels go, they operate in a corrupt country, from cities that the cops can’t even go into.”</p>
<p>The laundering operations that the United States conducts elsewhere — about 50 so-called Attorney General Exempt Operations are under way around the world — had been forbidden in Mexico after American customs agents conducted a cross-border sting without notifying Mexican authorities in 1998, which was how most American undercover work was conducted there up to that point.</p>
<p>But that changed in recent years after President <a title="More articles about Felipe Calder n." href="http://topics.nytimes.com/top/reference/timestopics/people/c/felipe_calderon/index.html?inline=nyt-per">Felipe Calderón</a> declared war against the country’s drug cartels and enlisted the United States to play a leading role in fighting them because of concerns that his security forces had little experience and long histories of corruption.</p>
<p>Today, in operations supervised by the Justice Department and orchestrated to get around sovereignty restrictions, the United States is running numerous undercover laundering investigations against Mexico’s most powerful cartels. One D.E.A. official said it was not unusual for American agents to pick up two or three loads of Mexican drug money each week. A second official said that as Mexican cartels extended their operations from Latin America to Africa, Europe and the Middle East, the reach of the operations had grown as well. When asked how much money had been laundered as a part of the operations, the official would only say, “A lot.”</p>
<p>“If you’re going to get into the business of laundering money,” the official added, “then you have to be able to launder money.”</p>
<p>Former counternarcotics officials, who also would speak only on the condition of anonymity about clandestine operations, offered a clearer glimpse of their scale and how they worked. In some cases, the officials said, Mexican agents, posing as smugglers and accompanied by American authorities, pick up traffickers’ cash in Mexico. American agents transport the cash on government flights to the United States, where it is deposited into traffickers’ accounts, and then wired to companies that provide goods and services to the cartel.</p>
<p>In other cases, D.E.A. agents, posing as launderers, pick up drug proceeds in the United States, deposit them in banks in this country and then wire them to the traffickers in Mexico.</p>
<p>The former officials said that the drug agency tried to seize as much money as it laundered — partly in the fees the operatives charged traffickers for their services and another part in carefully choreographed arrests at pickup points identified by their undercover operatives.</p>
<p>And the former officials said that federal law enforcement agencies had to seek Justice Department approval to launder amounts greater than $10 million in any single operation. But they said that the cap was treated more as a guideline than a rule, and that it had been waived on many occasions to attract the interest of high-value targets.</p>
<p>“They tell you they’re bringing you $250,000, and they bring you a million,” one former agent said of the traffickers. “What’s the agent supposed to do then, tell them no, he can’t do it? They’ll kill him.”</p>
<p>It is not clear whether such operations are worth the risks. So far there are few signs that following the money has disrupted the cartels’ operations, and little evidence that Mexican drug traffickers are feeling any serious financial pain. Last year, the D.E.A. seized about $1 billion in cash and drug assets, while Mexico seized an estimated $26 million in money laundering investigations, a tiny fraction of the estimated $18 billion to $39 billion in drug money that flows between the countries each year.</p>
<p>Mexico has tightened restrictions on large cash purchases and on bank deposits in dollars in the past five years. But a proposed overhaul of the Mexican attorney general’s office has stalled, its architects said, as have proposed laws that would crack down on money laundered through big corporations and retail chains.</p>
<p>“Mexico still thinks the best way to seize dirty money is to arrest a trafficker, then turn him upside down to see how much change falls out of his pockets,” said Sergio Ferragut, a professor at the Autonomous Technological Institute of Mexico and the author of a book on money laundering, which he said was “still a sensitive subject for Mexican authorities.”</p>
<p>Mr. Calderón boasts that his government’s efforts — deploying the military across the country — have fractured many of the country’s powerful cartels and led to the arrests of about two dozen high-level and midlevel traffickers.</p>
<p>But there has been no significant dip in the volume of drugs moving across the country. Reports of human rights violations by police officers and soldiers have soared. And drug-related violence has left more than 40,000 people dead since Mr. Calderón took office in December 2006.</p>
<p>The death toll is greater than in any period since Mexico’s revolution a century ago, and the policy of close cooperation with Washington may not survive.</p>
<p>“We need to concentrate all our efforts on combating violence and crime that affects people, instead of concentrating on the drug issue,” said a former foreign minister, Jorge G. Castañeda, at <a title="A Cato Institute Web site on the conference." href="https://www.cato.org/drugconference/">a conference</a> hosted last month by the Cato Institute in Washington. “It makes absolutely no sense for us to put up 50,000 body bags to stop drugs from entering the United States.”</p>

<p>WASHINGTON &#8212; The United Nations envoy for freedom of expression is drafting an official communication to the U.S. government demanding to know why federal officials are not protecting the rights of Occupy demonstrators whose protests are being disbanded &#8212; sometimes violently &#8212; by local authorities.</p>
<p>Frank La Rue, who serves as the U.N. &#8220;<a href="http://www2.ohchr.org/english/issues/opinion/index.htm" target="_hplink">special rapporteur</a>&#8221; for the protection of free expression, told HuffPost in an interview that the crackdowns against Occupy protesters appear to be violating their human and constitutional rights.</p>
<p>&#8220;I believe in city ordinances and I believe in maintaining urban order,&#8221; he said Thursday. &#8220;But on the other hand I also believe that the state &#8212; in this case the federal state &#8212; has an obligation to protect and promote human rights.&#8221;</p>
<p>&#8220;If I were going to pit a <a href="http://www.niemanwatchdog.org/index.cfm?fuseaction=Ask_this.view&amp;askthisid=537" target="_hplink">city ordinance against human rights</a>, I would always take human rights,&#8221; he continued.</p>
<p>La Rue, a longtime Guatemalan human rights activist who has held his U.N. post for three years, said it&#8217;s clear to him that the protesters have a right to occupy public spaces &#8220;as long as that doesn&#8217;t severely affect the rights of others.&#8221;</p>
<p>In moments of crisis, governments often default to a forceful response instead of a dialogue, he said &#8212; but that&#8217;s a mistake.</p>
<p>&#8220;Citizens have the right to dissent with the authorities, and there&#8217;s no need to use public force to silence that dissension,&#8221; he said.</p>

<p>&#8220;One of the principles is proportionality,&#8221; La Rue said. &#8220;The use of police force is legitimate to maintain public order &#8212; but there has to be a danger of real harm, a clear and present danger. And second, there has to be a proportionality of the force employed to prevent a real danger.&#8221;</p>
<p>And history suggests that harsh tactics against social movements don&#8217;t work anyway, he said. In Occupy&#8217;s case, he said, &#8220;disbanding them by force won&#8217;t change that attitude of indignation.&#8221;</p>
<p>Occupy encampments across the country have been forcibly removed by police in full riot gear, and some protesters have been badly injured as a result of aggressive police tactics.</p>
<p>New York police staged a <a href="http://www.huffingtonpost.com/2011/11/15/zuccotti-park-eviction-po_n_1094306.html" target="_hplink">night raid</a> on the original Occupy Wall Street encampment in mid-November, evicting sleeping demonstrators and confiscating vast amounts of property.</p>
<p>The Oakland Police Department <a href="http://www.huffingtonpost.com/2011/10/26/iraq-vet-oakland-police-tear-gas_n_1033159.html" target="_hplink">fired tear gas</a>, smoke grenades and bean-bag rounds at demonstrators there in late October, seriously injuring one Iraq War veteran at the Occupy site.</p>
<p>Earlier this week, Philadelphia and Los Angeles police stormed the encampments in their cities in the middle of the night, <a href="http://www.huffingtonpost.com/2011/11/30/occupy-la-raid_n_1119686.html" target="_hplink">evicting and arresting hundreds</a> of protesters.</p>
<p>Protesters at University of California, Davis were <a href="http://www.huffingtonpost.com/2011/12/01/investigation-of-uc-davis-wall-street-ties_n_1123466.html" target="_hplink">pepper sprayed</a> by a campus police officer in November while participating in a sit-in, and in September an officer in New York <a href="http://cityroom.blogs.nytimes.com/2011/09/25/video-appears-to-show-protesters-being-pepper-sprayed/?ref=nyregion" target="_hplink">pepper sprayed protesters</a> who were legally standing on the sidewalk.</p>
<p>&#8220;We&#8217;re seeing widespread violations of fundamental First Amendment and Fourth Amendment rights,&#8221; said Mara Verheyden-Hilliard, co-chair of a <a href="http://www.nlg.org/membership/committees_massdefense.php" target="_hplink">National Lawyers Guild committee</a>, which has sent hundreds of volunteers to provide legal representation to Occupations across the nation.</p>
<p>&#8220;The demonstrations are treated as if they&#8217;re presumptively criminal,&#8221; she said. &#8220;Instead of looking at free speech activity as an honored and cherished right that should be supported and facilitated, the reaction of local authorities and police is very frequently to look at it as a crime scene.&#8221;</p>
<p>What they should do, Verheyden-Hilliard said, is make it their mission to allow the activity to continue.</p>
<p>Using the same lens placed on the Occupy movement to look at, say, the protest in Egypt, Verheyden-Hilliard said, observers would have focused on such issues as &#8220;Did the people in Tahrir Square have a permit?&#8221;</p>
<p>La Rue said the protesters are raising and addressing a fundamental issue. &#8220;There is legitimate reason to be indignant and angry about a crisis that was originated by greed and the personal interests of certain sectors,&#8221; he said. That&#8217;s especially the case when the bankers &#8220;still earn very hefty salaries and common folks are losing their homes.&#8221;</p>
<p>&#8220;In this case, the demonstrations are going to the center of the issue,&#8221; he said. &#8220;These demonstrations are exactly challenging the basis of the debate.&#8221;</p>
<p>Indeed, commentators such as <a href="http://www.truthdig.com/report/item/you_can_arrest_an_idea_20111201/" target="_hplink">Robert Scheer</a> have argued that the Occupy movement&#8217;s citizen action has a particular justification, based on the government&#8217;s abject failure to hold banks accountable.</p>
<p>La Rue said he sees parallels between Occupy and the Arab Spring pro-democracy protests. In both cases, for instance, &#8220;you have high level of education for young people, but no opportunities.&#8221;</p>
<p>La Rue said he is in the process of writing what he called &#8220;an official communication&#8221; to the U.S. government &#8220;to ask what exactly is the position of the federal government in regards to understanding the human rights and constitutional rights vis-a-vis the use of local police and local authorities to disband peaceful demonstrations.&#8221;</p>
<p>Although the letter will not carry any legal authority, it reflects how the violent suppression of dissent threatens to damage the U.S.&#8217;s international reputation.</p>
<p>&#8220;I think it&#8217;s a dangerous spot in the sense of a precedent,&#8221; La Rue said, expressing concern that the United States risks losing its credibility as a model democracy, particularly if the excessive use of force against peaceful protests continues.</p>
<p>New York Civil Liberties Union Executive Director Donna Lieberman welcomed the international scrutiny.</p>
<p>&#8220;We live in a much smaller, connected world than we ever did before, and just as Americans watch what goes on in Tahrir Square and in Syria, the whole world is watching us, too &#8212; and that&#8217;s a good thing,&#8221; Lieberman said.</p>
<p>&#8220;We&#8217;re kind of confident that we&#8217;re living in the greatest democracy in the world, but when the international human rights world criticizes an American police officer for pepper spraying students who are sitting down, it rightly give us pause.&#8221;</p>
